CPC, Taipower deny report that they are burying carbon (2013/06/25)

State-run CPC Corporation and Taiwan Power deny a media report that they are burying carbon dioxide underground. The report has sparked fears that the gas could induce an earthquake or leak, harming local plant and wildlife.

The Apple Daily has made surprising/ startling claims: At the beginning of the year CPC Corporation silently buried a hundred tons of CO2 in Yunlin, before the end of the year it plans to bury another 10,000 tons in Miaoli, and Taiwan Power conducts drilling and plans to bury up to 100,000 tons of CO2 in the Changhua Coastal Industrial Park by 2017.

Tsui Shu-hsin, secretary-general of the Green Citizens’ Action Alliance, disagrees with this approach.

The cost is high and it could spark an earthquake or the gases could leak. There are such examples. I think these companies should be more transparent.

In a press conference the Environmental Protection Administration explained that environmental regulations do not formally permit burying of CO2. Taiwan Power says that it is still in the investigation stage and has not decided whether to go ahead with the plan.

We’ll do this one step at a time. In 2017 we plan to experiment with 10,000 tons, not 100,000. If everything goes smoothly we will slowly experiment with higher amounts, such as 100,000 tons.

Yunlin magistrate Su Chih-fen denied that CPC had buried 100 tons of CO2 in her county. She says she had not seen any plan or application made by the company.

目前國內二氧化碳的年排放量已經達2億6千萬噸，經平面媒體踢爆，國營中油.台電，竟然打算進行大約10萬噸的二氧化碳封存，學者擔心，要是一次埋這麼多，恐怕會誘發地震，讓氣體一口氣排放，造成環境污染，甚至導致附近生物瞬間窒息。

蘋果日報報導，中油今年初，已經秘密作業，在雲林封存1百噸的二氧化碳，年底還計畫在苗栗再封一萬噸，而目前還在進行地質鑽探的台電，2017年更打算在彰濱工業區，一口氣，打入高達10萬噸的二氧化碳。

聽到消息，環保團體簡直不敢相信。

除了成本高，還可能引發地震，或是氣體外洩，這些都已經有實例的，我想(台電中油)必須把它公開。

環保署緊急召開記者會，表示國內環保條例，根本還沒正式核可，台電則澄清目前還在進行調查，未來不一定動工。

對於中油已在雲林封存一百噸的二氧化碳這個傳言，雲林縣長蘇治芬鄭重否認，她說至今並未見到中油公司埋藏二氧化碳的計畫申請。
