基本上兩個答案都可以，但語意有些不同。記得要用被動語態。詳解如下：

正確答案為：

1.    The plan has been achieved. 中文：這個計畫已經達到。

2.    The plan has been completed. 中文：這個計畫已經完成。

finish,complete作為動詞在一起比較時，這兩個詞的一般含義是“做完”、“完成”，有時可以互換使用。然而，有時它們卻有明顯的詞義差別。

finish表示過去某個時候著手做的事已經做完，或者表示對已經做完的事進行精密加工
