Authorities overwhelmed by rabies testing (2013/07/26)

Rabies fears and reports of infected animals have overloaded Taiwan’s only laboratory capable of testing for the disease. It was left racing to test an influx of samples sent for analysis.

As of Friday morning, the Animal Health Research Institute has tested 28 dead animals for rabies. Four ferret-badgers from Nantou, Yunlin and Taitung counties were confirmed to be infected, and another nine carnivores were sent for testing from across Taiwan after biting people, leaving the institute’s director worried about how many more will come.

The death of a soldier under suspicious circumstances has turned into a major media event, filling the airwaves of news stations and talk shows, not to mention newspapers and tabloids. On Tuesday chief military prosecutor Tsao Chin-sheng said he has had enough of the circus. He sought to dispel what he calls the worst of the rumors, though some of his answers only produced more questions.

Prosecutors seize evidence and question officers in death of Army conscript. (2013/07/21)

Missing surveillance camera footage was the focus of prosecutors on the 18th day of the investigation into the death of Army conscript, Hung Chung-chiu. While the military has no destruction of evidence statute, criminal procedural law could be enforced as a key suspect in the case was sent to Taoyuan District Prosecutors Office for questioning.

Taiwan High Prosecutors Office led the Taoyuan District Prosecutors to visit military prosecutors to investigate Chen Yi-ming, director of the 269th Brigade’s Political Warfare Office, to learn if there was an order to erase key surveillance video.

 Deputy commander becomes the first officer detained following soldier’s death (2013/07/16)

A deputy commander in the Army has been detained following the death of a corporal. Ho Chiang-chung 何江忠is the first officer to be detained in the case. He stands accused of imposing punishments that exceeded legal limits.

This is Ho Chiang-chung, the deputy commander of the Army’s 542 Armor Brigade and the officer who directly oversaw Hung Chung-chiu’s unit. According to the military prosecutor-general, Ho ordered that Hung be thrown in the brig.

Taipei plans to launch taxi share program on two routes in September (2013/07/14)

 

As early as September, the Taipei City Government will inaugurate the first two taxi pool routes in Taiwan. The routes will be from the Jiantan MRT Station to Chinese Culture University and from Shipai MRT Station to the Tienmu Roundabout Circle. The taxi pool will allow passengers to share taxi fares and save money on transportation.

 

Here is a long queue of people waiting for the bus to Yangmingshan. During rush hour, some people even have to wait for the next bus.

 

When there are too many people, you may have to wait half an hour because when people board the bus it quickly becomes full.

CPC, Taipower deny report that they are burying carbon (2013/06/25)

State-run CPC Corporation and Taiwan Power deny a media report that they are burying carbon dioxide underground. The report has sparked fears that the gas could induce an earthquake or leak, harming local plant and wildlife.

startling claims: At the beginning of the year CPC Corporation silently buried a hundred tons of CO2 in Yunlin, before the end of the year it plans to bury another 10,000 tons in Miaoli, and Taiwan Power conducts drilling and plans to bury up to 100,000 tons of CO2 in the Changhua Coastal Industrial Park by 2017.

Ministry proposes raising means testing threshold for 12-year education (2013/06/18)

The Ministry of Education has announced three potential modifications to its 12-year free education plan. It could raise the income threshold for families who qualify for subsidized tuition, or it could add number of children into the means testing calculation.

Cooking oils and manufacturing process may make vegetarian foods unhealthy (2013/06/14)

Vegetarians/vegetables are not immune to dietary problems. Doctors discovered one Buddhist nun in the
Taipei area who suffered from high levels of triglycerides due to frequent consumption of vegetarian biscuits and noodles. Such products are often processed or fried and when eaten in excess can cause a spate of health problems.

A Keelung pedestrian overpass collapses on to train platform (2013/06/09)

A 37-year
Zhongshan Road pedestrian overpass collapsed at noon on Saturday. One woman was injured as part of the overpass fell onto a railway platform below. Taiwan Railway power lines were affected with six trains being canceled and 42 trains delayed, affecting around 10,000 passengers. A city councilor criticized city officials as being lazy in their negligence and failure to repair the old bridge. The Keelung Mayor said frequent earthquakes in the area could have displaced bridge piers leading to the unfortunate accident.

After a night of repair, workers cleared much of the overpass which had collapsed onto the train platform. Temporary steel supports have also been added for the remaining portions of the overpass.

Yesterday afternoon, this pedestrian overpass suddenly collapsed, with blocks of cement falling. The affected area of the pedestrian overpass measured twenty meters in length and two meters wide, collapsing onto Keelung Train Station’s Platform Number 1.

A 22-year-old woman, surnamed Chan, tumbled five meters as the bridge collapsed onto the railroad platform below. Fortunately, she only suffered a slight concussion.

Lawmakers dismiss concerns over legislative proofreading error (2013/06/04)

On their final day before recess last week, lawmakers reached across political lines to decriminalize certain forms of corruption. The amendment they passed will set free a former lawmaker jailed for using public funds to visit KTV bars. It was also meant to take heat off a group of professors who are being investigated for allegedly making fraudulent requests for reimbursements. A forgotten Chinese character was thought to put the cause of the professors in peril, but today lawmakers dismissed those concerns. They say the amendment includes the professors as already written.

Investigators are hard at work developing cases against more than a hundred professors accused of falsifying receipts to illicitly claim grants. Many of these same professors, as well as their colleagues, claim it is actually a problem with the system. Some lawmakers agree. They rushed through an amendment that will exempt special allowances for elected officials and research grants for university professors from audit.

But the professors face a problem. The amendment says that investigation will not be made into government-subsidized research grants used before the end of 2012 by staff of universities and technical colleges. The amendment was originally supposed to say “instructors and staff.” One missing Chinese character means that instructors, including professors, may receive no benefit.

Lack of detailed labels keeps Taiwanese consumers in the dark in starch scandal (2013/05/30)

Sensational coverage of the industrial starch scare has left consumers worried if they’ve consumed products tainted with maleic anhydride. But the John Tung Foundation said Thursday that most labels on foods with starch additives won’t be of any help to conscientious consumers.

These breads from convenience stores all contain modified starch. But if consumers want to find out more about their chemical composition, they’ll be out of luck. On the breads’ labels, all you find are the general terms “modified starch,” “chemically modified food starch,” or “modified food starch.”

Even the label on McDonald’s’ sweet and sour sauce is unclear, and the John Tung Foundation is not happy about it.

DOH lists 8 categories of foods that will require safety certificates (2013/05/28)

To ensure food safety in the face of a growing tainted starch scare, the Department of Health will require safety certificates on eight categories of foods. These items include many of
Taiwan’s most popular traditional desserts and snacks.

The range of affected products is behind fears that starch mixed with maleic acid has had a major impact on people’s health.

The Department of Health on Monday introduced a plan to handle the food crisis. It listed eight categories of foods that will be subject to greater scrutiny, including flat noodles, meat dumplings and oden. By June 1, starch manufacturers will have to produce certificates showing that their products were tested. Vendors of foods in the eight categories must post these certificates.

Glutinous rice can be used as a substitute for starch (2013/05/27)

The latest food fears are leading to renewed interest in natural food products. Professional homemaker Yang Sian-ying explained how consumers can use glutinous rice in place of processed starch.

Add one to two parts water to cleaned glutinous rice, dumping all contents into a blender.

National Archives victim of a Trojan horse virus potentially leaking government documents (2013/05/24)

Taiwan’s National Archives Administration has fallen victim to an attack by hackers. Because the administration handles the transmission of government documents between agencies, the hacking put all agencies at risk. Among those compromised was New Taipei’s Research, Development and Evaluation Commission.

Precipitation continues to batter Taiwan (2013/05/21)

Forecasters warn that torrential rain could continue to fall during the next couple days over much of
Taiwan. A brief break is expected on Friday before the arrival of another plum rain front.

Taiwan with rain on Monday evening. But its effects were felt half a day later than forecasters had predicted. The front had been pulled apart by a low pressure system, splitting into two. It weakened though continued to bring precipitation to western Taiwan.

Taiwan holds naval exercise near Batan Islands to send message to Philippines (2013/05/16)

Taiwan held an air and naval exercise in waters south of Taiwan near Batan Island to send a message to the Philippines. The military described the show of force as a sign of the country’s determination to protect its fishermen.

Two Mirage-2000 jet fighters took off from Hsinchu at 9 a.m. to participate in the joint air and naval exercise. An hour earlier, a naval flotilla led by the Taiwan Navy’s most powerful vessel, the Kidd-class destroyer Makung, sailed south of 20 degrees north latitude. That is traditionally the line beyond which Taiwanese ships don’t go.

It was the first show of force by Taiwan since the Philippines attacked a Taiwanese fishing boat on May 9. The military drill was held in waters west of Batan Island. The Navy deployed the Makung destroyer, the Cheng De frigate and several Kuang Hua VI-class missile boats. Also deployed were Air Force E2K early-warning aircraft and three Coast Guard vessels.

The National Palace Museum is under fire for allowing an arts auctioneer access to its storerooms. In its defense, the museum says that the auctioneer is a special assistant to a convener of the museum’s advisory committee and was in the convener’s presence during the visit.
